Should I send out a resume before the New Year?

What do you think, is it worth sending resumes to vacancies now, or is it better to wait a couple of months until February-March?
Maybe December is not the best time for this and HR has a lot of other things to do? Still the end of the year.

What happens if you submit? You, then what's the difference whether HR workers are busy or not. They will answer, you will find out, they will not answer, in February, resend
