Should a university graduate go into development or administration?

I am graduating from the institute in it direction. There was little programming, there was fluent c ++, sql, php, python, more was the study of architecture and administration. Strong deep knowledge of programming is not present.
The second year I work in a small company as a system administrator, everything is standard plus site maintenance.
In parallel, sometimes I make simple sites on WordPress.
For myself, I choose the following employment options after high school:
1. As a system administrator in the future devops - I study linux, cisco, mikrotik, sql, a little ib, in the future I plan to study python and devops issues. But what is confusing is the low salaries compared to developers, 2-3 times lower, and you also need to know a lot, it seems that labor is not appreciated.
2 web now, as I understand it, cms is not appreciated, you need to study frameworks and javascript in the frontend, there is no knowledge, how much to study in time and what I don’t know. I like the direction of high salaries, but as I understand it, the competition is high, not only do you know a lot, you need to constantly retrain as many write, everything is changing rapidly. I don't know if this is true, please advise.
3 1C. As they write a lot of work, any company needs it, but as I understand it, the salary is somewhere in the middle between system administrators and web programmers. The work is nervous. I am not familiar with 1s, I will be grateful if you tell me.
I don’t consider Java and mobile, as I understand it, high programming skills and a lot of knowledge are needed there.
Actually, the question is which of these areas will live for a long time, where you can enter with little programming skills, and which will still be better paid in the future?
