Should a designer provide svg?

Good day everyone!
Tell me, our designer refuses to provide svg for a cut, even though the layers in the vector.
Maybe I don't understand subordination well, maybe the coder should get and export svg?
Whose business is this?

A typesetter can put a hell of a lot into this business.
If the designer does not provide materials in the required format.
The layout designer does as the layout is provided.
But if the layout is a vector, then making SVG out of it is not difficult.
In this case, you can do it yourself.
Another thing is if the layout contains a raster image.

Some kind of designer you have ... an idiot. It is his direct duty to provide materials for layout. If he can't convert to SVG, that's his problem, not yours. There are no technical obstacles for this.
