Shortcut to renamed file in Windows 7?

There is an Excel file that is located on the corporate network. I turn to him often, but not so much that he is constantly open. I open it from the last viewed list directly from Excel.
But there are employees who like to change his name at the end by writing the date and time. And I have a constant Quest "Find the right file on the network, among other things."
Is it possible in Windows 7, without third-party programs, to make a "dynamic" link to a file?
That is, something like in SQL:
LIKE '%filename%'
And with a change in only part of the name, the link would remain available.

a similar situation, but the name changes as new versions of files are created and the old ones are moved to the old one because sometimes they are needed I
use links to target folders and everything is ok (by the way, folders also change names, but shortcuts to folders work)

Make a script that once a minute will delete all files, except for the one with the correct name. They will quickly unlearn.

1. Remove the file away, and substitute a shortcut instead. Let employees who like to change their name change at the label. And you will open the file in a different way.
2. Same thing, just make a hard link. NTFS can do it, in the mklink -H console or headlight
