Shift + INS combination stopped working?

After a fresh reinstall of Windows 10, the combinations CTRL + INS, SHIFT + INS worked fine for a while.
It has now (suddenly) stopped. Didn't change anything in the settings. How to return them?

Everything was fixed by pressing the fn lock key)
