There is a home network of 3 computers.
Internet 4 mb/s. One of the computers distributes (Windows 7 x64 Pro).
It is necessary:
​​- Allocate 2 mb / s to the distributor of the mandatory speed. And the ability to use the remaining 2 mb / s if they are not used.
- Allocate 1 mb/s to two other computers. And the ability to use the available speed.
