Setting up Windows administration?

After disabling several programs in the administration tab, Windows does not load, how to understand what is missing to download and write it on the command line? Or a better option

Try booting in safe mode, or rollback to a point before the changes, or fix it by typing, or choose logging on boot, and then viewing the log, or ... even installing in update mode :).
