Is it possible to make a list of applications in windows like in linux like systems?

In Linux, there is just a list in the start without unnecessary folders and other things, on android too (iphone xs), in windows in the start there are folders with additional labels for documentation, etc. It depends on the program, is there a program that does something similar to starting Linux or a list android applications in windows or a program showing a list of applications without too much?
