That's what virtual APs are for. For example, I have a closed grid at home for myself and an open grid for neighbors and visitors. Everything revolves on 951. For neighbors, access is only to the Internet and a ban on communication with each other. They hang on a separate dhcp.

I would do through Virtual AP. You make 2 wi-fi networks, and set it up to your liking.
Otherwise, only prescribe routing rules for each client (at least bind IP and VLAN)
