Setting up vlc from under cmd?

There is a code

"C:\Program Files\VideoLAN\VLC\vlc.exe" dshow:// :dshow-vdev="AVerMedia BDA Analog Capture Secondary" :dshow-adev="" :dshow-tuner-standard=16 :dshow-size=1920x1080 :dshow-aspect-ratio=16\:9 :live-caching=300 :sout=#transcode{vcodec=h264,vb=1000,width=1120,height=630,acodec=mp3,ab=128,channels=2,samplerate=44100,sfilter={logo{file=C:\site\logo.png,position=9,opacity=150,y=997,x=998}}}:http{mux=flv,dst=:554/} :sout-keep

When starting vlc from under cmd, the contrast brightness adjustment, etc. does not work. The only thing I could do was to overlay the logo using the code
sfilter={logo{file=C:\site\logo.png,position=9,opacity=150,y=997,x=998}}

Is there a code for adjusting brightness and contrast? If yes, please post it in the comments.

@zooks

Usually under Windows, the parameters are written to the properties of the shortcut.
