Setting up a getter, setter generator in IDEA?

IntelliJ IDEA

By default, getters and setters are inserted into the code in turn (from the point of view of the variable they are located together). How to change this order and make all setters appear first, only then getters?
(In Project Setting -> Code Style -> Java -> Arrangement there is an item Keep getters and setters together,
but the absence of a checkmark does not help ..)
