How to set up Intelij IDEA?

In general, the problem is this, I recently began to study the Keymap IDE, so that it would be convenient to write code and ran into such a problem: the keyboard shortcuts that are in the language change do not work (I know this is difficult to understand, so I will explain it easier).
For example, there is a keyboard shortcut in the OS - Alt + Shift to change the language. There is a keyboard shortcut in the IDE - Alt + Shift + Down to move the line down, and it does not work, because Alt + Shitf is a language change in OC.
If you change the keyboard shortcut to change the OS language, for example, to Ctrl + Shift, then the above key combination in the IDE will work, but other combinations with Ctrl + Shift will no longer work in the IDE.
Help, I don't know how to solve this problem.
OS: Debian 9
IDE: Intellij IDEA Community Edition 2018.3.1

The problem is solved as easy as shelling pears: switch the layout using CapsLock, because its original function is useless.
