Set up a server with raid-1 and backups or raise hyper-V to reduce downtime?

What solution would you recommend to solve this problem. The server has medical software - sensors, pictures - ms sql database. It is necessary to be able to raise a copy on the backup server as quickly as possible in the event of a server breakdown - preferably in an hour. What to choose? Raise windows c software to hyper-V and backup a virtual machine? or set up raid and backups on acronis hardware, for example?

Do you want to choose between "warm" and "soft"? VM and RAID are completely different things for different purposes.
Also, from ms sql you can make a backup of databases with standard tools.
