Service to protect against cheating votes?

Good day.
The task was set to protect as much as possible from cheating when voting.
There are quite a few implementation methods, and it will take a lot of time to develop such a system.
Perhaps there are services that provide protection against certain types of cheating when voting?
Voting takes place by rating from 1 to 5 (roughly speaking) for registered users.

If users are registered, then what is the cheat? Multiple registrations? Just make registration difficult. Shooting by ip is not the best option - it happens that several users have the same one.

All options come down to a simple one: Make the cheating as expensive as possible for the cheater. This includes a simple algorithm:
- Cheklovek enters his phone number and captcha
- The code that he must enter falls on the phone in the form of SMS. You can hang another captcha
- Only X unique voting codes can be sent to one phone number in XX hours
