We need a rare check once a day, but for a relatively large number of sites, with sending SMS.

As an option, we take any adequate hosting with support for cron + php / other and monitor at least thousands of sites, the main thing is that it does not go beyond the limits set by the provider. For reliability, you can take a couple of sites, most importantly from different providers.

The easiest and free option is to put Yandex Metrica on all sites - there is monitoring, sending email.
I also use the Douglaslab Panel, where you can get site income, server response, and send sms. Everything is free and the script itself, you only need a host, you can set up crons there.
