Greetings. The inhabitants of the house had an urgent need to organize themselves, because. their home is threatened with demolition, which they do not want. Some kind of self-organization tool via the Internet is required. It should be as convenient as possible for people with a low level of computer literacy.
Something like a forum\mailing list is required with the ability to store the entire history of correspondence and access it via the web. It is almost mandatory that it be in Russian.
Google groups is not suitable, because they have an old bug due to which emails with encoding other than UTF-8 are incorrectly displayed in the web interface.

Quite normal practice. Check out the example of usage in other countries, it's great used as a tool to start uprisings.
