Service for learning English words?

Hello!
We are looking for a service for learning English words with fairly simple functionality:
1. The presence of initial dictionaries of various levels of complexity and topics.
2. Having a personal dictionary, in which you can add and exclude words while viewing item 1.
3. Learning words on a trust basis, i.e. I myself press the button to see if I translated it correctly, rather than sitting and typing one of dozens of translation options, which then turns out to be incorrect due to the specifics of machine processing.
Everything seems to be simple, but so far I have not found anything like it. Lingualeo and LingvoTutor do not meet the requirements, or not?

Anki may be the program for you. There was a review on Habré.
It is free, cross-platform, with flexible settings (to point 3).
Plus there is a web interface (albeit primitive, as it seemed to me).
It is possible to download ready-made dictionaries from the program (to points 1-2). Rus / eng / rus sets are few, but they exist)

The ABBYY Lingvo program has a good Tutor tutorial, but initially there are few dictionaries, only the main ones at the level of the 1st grade of the school, so you need to load it up.
Now, in parallel with ABBYY, I use lingualeo.ru and real-english.ru servers
