I think no one knows better than you what exactly you want from programmers. If some service makes up a TOR for programmers for you, then it is not a fact that it will be clear to you. In this case, what to do with the feedback, which will be as incomprehensible as the TOR?
I see two ways out here: either hiring a manager who knows how to lead such projects, or your personal training on the necessary topics.
