Good afternoon!
I am looking for such a web application: I upload a video to youtube, and then I place marks on the timeline and make captions for them. Markers on the timeline are shown as a list, by clicking on the elements of which you can go to the desired second of the video clip. Labels can be conveniently switched (“right / left”) so that you get something like a slideshare presentation, but with video content instead of static slides.

I don’t know if it’s possible to link videos with an accuracy of up to a second, but look towards the prezi.com service
