Service creation: native mobile application + service API. What is what? What to give?

Hello everyone, such a question:
I want to create a service. On Symfony2, write the server part and the site.
And you need a native mobile application (Android/IOS).
No experience in writing applications, but there is in creating websites.
After I create a Symfony2 RESTfull API, how do I connect it to a mobile application?
What should I give them?
What are the tools for creating Android / IOS applications (preferably free, or relatively inexpensive) so that I can connect this application with my API without "dancing with tambourines"?

The phrase "native mobile application" implies that you are coding in Java for Android and Objective C for iOS.
I have not seen free constructors with flexible functionality and that they would still generate native code.

Even a child can write a simple application for iOS/Android. Of course, I'm exaggerating a little, but by googling and reading manuals, you can quickly figure out the basics. A simple client on the same Java is not a problem to write at all.
Can you write a client for your RESTfull API in PHP? If not, you have problems with PHP and programming in general. If so, writing a native application for any platform (if these are not some complicated things, but just a client for the API and UI) should not cause problems.
