Server IP blocked, won't connect to VPN. What to do?

There is a VPSka in the USA, and a client from Turkmenistan, they block almost all foreign IP addresses there.
VPN works on openvpn technology and the client can't even connect. The following error appears:
TLS Error: TLS key negotiation failed to occur within 60 seconds (check your network connectivity)
Tls handshake failed

It all works on the UDP protocol, port 1194. Everything is OK for other clients in other countries, that is, it's the case blocked by the provider.

Use tcp and port 443, if it doesn't work, then I doubt that something else can help

Against scrap - as you know, there is no reception. If the client is so expensive - find an IP anywhere that is not blocked, set up some additional VPN there on any port. But blocking by geolocation is a very tough thing and it is extremely difficult to get around it, unless you connect to a satellite, but this, as far as I know, is sooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooool...

As already recommended, try TCP with port 443. If it does not help, then OpenVPN can be configured to work with a proxy.

Also look in the direction of IPv6, if the VPN server can do it.
