Server crash notification script for Windows: are there any?

Good afternoon friends!

Tell me if there are more or less ready-made scripts for powershell or just programs that can implement the following functionality:

You need to ping a specific port of a remote server with an interval, say 5 or 10 minutes, and if there is no response from the server, generate an email and send it to a specific email. The program or script will run on windows server 2012 R2 where the mail server is already installed, so you won't even need to connect to the remote smtp, it will be local.

You can monitor any parameters of the server status, for Windows the nsclient ++ package is used (for nagios)

For installation in a Windows environment, there is PRTG Network Monitor. The web interface seemed slow and inconvenient to me. I recommend putting the management utility as a win32 application.

In general, there is a SCOM solution for this from Microsoft itself. It's just for monitoring.
Either solarwinds solution too.
It will be harder with a script, because how do you imagine the script to work all the time? If only the task scheduler, specify there to work every minute, but this needs to be looked at
