But the question arose of licensing remote desktops so that there would be no questions in cases of checks.

Activated, the license installation wizard starts and requires licensing, that's where the whole snag is.

These are not the same client connections. This is the right to simultaneously connect to this server (for example, to read or write files to a network share) from five client computers (to have the right to connect more, you need additional CALs - Client Access License).
But licenses for terminal access are different, separate licenses - RDS CAL
