Serious TODO manager?

We are looking for some advanced solution for a small company. Basic requirements:
- the ability to issue tasks to each employee, specify tags, priorities, due date, repeat the task every X days or on days of the week, task details
- notifications about added and expiring tasks by soap, in the form of SMS, in IM
- flexible api so that these same tasks can be added from the outside
- client applications for android / ios (or a mobile view of the web interface at least)
- execution statistics for an individual employee and in general
- installation on your server (that is, no binding to any or service)
Has anyone worked with something similar?
At first they used the banal myTinyTodo, then a self-written scheduler for Bitrix, now they came to the conclusion that something ready and serious needs to be implemented.

I can only say something paid. A good JetBrains developer has a great YouTrack system. Appeared recently. You can download ready-made assemblies to run under different systems (where you want, you will raise it there). It costs money, but the developer is such that his products are worth the money. There is an API, there are also clients for iOS and Android. I saw the notifications by mail and messenger personally. I can't say anything about SMS. Then it's up to you.

Please note if you want to use Megaplan: the documentation system is terrible (essentially absent) and the interface is slow. I use JIRA and Megaplan. Megaplan, out of necessity, was simply abandoned on one of the commercial projects, on the other, unfortunately, it is no longer possible to refuse. And besides the documentation, they have their own “features” for maintaining statistics: you can set the time for completing a task only with a comment, slices for an employee are “buggy”, something completely different from what you selected in the filter (slices) may be copied to excel. It was two months ago, if memory serves, they have already rolled out a new build, but the glitches remain.
According to JIRA, I did not use only notifications in the form of sms, in IM, and "flexible api" (but it certainly is). I use both cloud and corporate versions. The server wins in performance, the cloud is not without brakes, alas, maybe because of the small tariff (10 people) :) There are applications for IOS, JIRA-connect, for example, is quite working.
Under Megaplan, by the way, the IOS application is decent (it feels better than a webcam), only the files for the task do not allow downloading.

According to the described requirements, it is very similar to Megaplan.
But the downside is that you will quickly run into extensibility. He is a box with all the consequences. The work will be difficult.
But it is relatively inexpensive.
