SEO: Should an online store be tied to a region?

Hi all!
I am creating an online store.
At first, we will work only in one city . Then we plan to make delivery in Russia (approximately 2-4 months after opening).
Questions:
1) Do I need to add the name of the region to the title/description?
For example: "plastic windows in Yekaterinburg".
2) Do I need to specify a link to a region in Yandex Webmaster?
And if you specify, is it possible to change the value later, and how quickly will this affect the results of the issuance?

2) Yes, since your site will compete in the search results only in Yekaterinburg, and if you do not specify a region, then your site will compete with other sites throughout Russia.
