Why is the use of h1 - h6 headings in layout bad for seo?

One of the SEOs told me this thing. They say I almost never have to use headers. Since the search engine focuses on headlines and other nonsense, it seems to me.

Duplication of titles on different pages, keyword spamming in titles can damage. As far as I remember, it's not good when there are several h1 on one page. Well, various subtleties still exist in the form: Headings H1 and TITLE. Whether to make them the same or ... And so, if the headings on the page are necessary and useful for visitors, then put them correctly structuring the content, and if they are not needed, then do not put them. It's just one of a couple of hundred ranking factors....
