Why is the use of h1 - h6 headings in layout bad for seo?
One of the SEOs told me this thing. They say I almost never have to use headers. Since the search engine focuses on headlines and other nonsense, it seems to me.

<div class="priceTable">
<h3 class="priceTableTitle">
Тариф По трафику
</h3>
</div>
<nav class="topMenu">
<h2 class="topMenuInnerTitle">Каналы привлечения целевых посетителей</h2>
<ul class="listNull">
<li><a href="#">Поисковая оптимизация</a></li>
<li><a href="#">Контекстная реклама</a></li>
<li><a href="#">Медийная реклама</a></li>
<li><a href="#">SMM</a></li>
<li><a href="#">E-mail маркетинг</a></li>
</ul>
</nav>
