Sending mail not working, postfix, ubuntu 16.04, how to fix?

There is a new server, on it ubuntu 16 04.
I downloaded postfix, started testing, nothing is sent. Sent both through the console and through php mail()

What should I do? I believe that the problem is with the network or port.

And everything is written in your maillog: Connection timed out.
I can assume that the hoster blocks outgoing to port 25 so that spam is not sent.
