Telnet: Unable to connect to remote host: Connection timed out?

Having installed debian ssmtp on the system, mail does not work, I get a connection error to ssl

unable to connect to ssl://mail.mydomain:465 (Connection timed out)

I decided to check the port via telnet, which is strange, not my public known ones are available.
It turns out that ssmtp ports are not listening on the server, why? How to fix?
Here is what telnet gives

Most likely, the provider blocks all kinds of smtp ports, 25, 465, 587. So that clients do not spam, contact technical support, after clarifying the reasons with you and explaining why you need it - they will open it for you, making sure that you are not a future spammer...

And what kind of strange port is this? smtps? And what makes you think that someone listens to him? As a rule, an encrypted connection goes through the same port 25 and starts with the STARTTLS command, in my opinion, they abandoned the practice of listening to individual ports where an encrypted connection has already been raised.
UPD: Checking the encrypted connection is done via openssl s_client
