Selling an app on google play. What are the options?

I have an android application that I would like to put on google play. But there is a problem with licensing and sale.
Application features:
1. Designed to work in places without access/very poor access to the Internet.
2. Must be tied to the device, not to the google account.
Current licensing scheme The
user downloads the apk file from my site and installs it on the device. The application generates some Device ID, by which the user requests a license on my site. The license is sent to the user's email. The user copies the license to the device and the application finds and uses it.
Questions
1. Google offers to use their licensing service. Will it work offline?
2. The user agreement says that all payments / purchases must go through google. If I leave the current licensing scheme and post on google play, will my app be banned?
3. If I make a license as an In-app purchase, will it be tied to a google account or a specific device?
