Self-written document management systems?

Good afternoon!
Has anyone developed the simplest workflow systems (accounting for incoming / outgoing correspondence, approvals) or knows simple (or not very simple) free analogues?
First of all, I am interested in either systems on frameworks or on common CMS.
As examples - CasePress ( http://casepress.org), Detrix ( http://forum.detrix.kz)
Well-known large systems like Alfresco are not interested because of their scale, they are looking for a simple system that could be changed to suit their own needs.

Bitrix - on it you can make a workflow (written in php). There is a commercial and free version with limitations
