Do you even understand what you are asking? What does one have to do with the other, and the other with the third?
Scrum is a project management technique.
SVN is a repository for storing and versioning sources.
Eclipse is an integrated IDE.
For the first (methodology), there are many different solutions, but not IDEs, but project management tools. Normal, mostly paid, but sane (not fabulously expensive). This is because project management involves making a profit, a part of which is not shameful to share with the manufacturer of the tool used.
For the second, there is Eclipse (IDE used by the developer, not the manager!) and plugins for it. One is for SVN. The other is for linking to the project management tools described above. With its help, the developer can very conveniently receive the NECESSARY data, for example, from Atlassian JIRA (in which the project is actually managed). And what kind of methodology is used there (Scrum or something else) - the developer is almost completely violet :)
