Safari on iPhone magnifies page when rotated to landscape?

I'm trying to optimize my site to work with mobile browsers.
Mastered media queries, but ran into a problem on an iPhone 3GS.
In vertical portrait, the site displays fine, but when you turn the phone to landscape, it simply enlarges the page, instead of regrouping the elements by the increased width.
Googled for a long time, but found only a type fix

<meta name="viewport" content="width=device-width, initial-scale=1, minimum-scale=1, maximum-scale=1">

but for some reason it doesn't work.

Generally
should work.
But in iOS 5 and below, there seems to be a bug, here's a fix , it might help.
