RX 580 8G only uses half of the memory. Is everything okay?

Hello, friends. A similar question has already been on the forum, but to be honest, I didn’t fully understand the results

Ryzen 1600
RAM 2х8gb 3200mhz
Video Sapphire RX570 8 Gb. Today I decided to check the system and play Resident Evil 2.
I put a game preset on the graphics (high settings, 6.9gb of video memory is required out of 8.0 gb available) I play, everything is just fine! But at the same time, turning on system monitoring MSI Afterburner noticed:
-100% but only 3.9gb of video memory was used (8gb the game itself successfully determined in the settings)
2 RAM 14.5 gb uses, which seemed somehow wild to me.
After that, I went to look at the properties of the video adapter in Windows:
Available graphics memory 16359
Used video memory 8192
System memory 0
Total system memory 8167
Tell me, friends, is this normal? The system itself decides how much memory it should take and reserve from?
I probably misunderstood something, but it turns out that the video card memory is "offloaded" and the RAM is used x2?
I ask you not to swear strongly at my ignorance and probably stupidity. I hope for help in finding an answer to the question why is it so:)

The system will determine what it needs. Memory loading depends on the selected settings. Part of the data is loaded into the memory of the video card, part into the RAM, depending on the type of data. Everything is okay.
