But my mother wants to learn how to use a couple of programs from Adobe without knowing English. Therefore, I'm wondering if there are Russian-language services like lynda.com, pluralsight.com, skillsshare.com, etc.?

If you need to learn just a couple of adobe products, you need to look not for educational services, but for a couple of Russian tutorials on these products with good examples. There are plenty of them on the Internet and in the form of electronic lessons and on youtube.
