Running programs in Linux under Wine?

I understand correctly that with the right settings, under this program, you can run almost all programs for Windows? And another question, where can I read the manuals for setting up this program, otherwise I tried to install framework 3, 4 became and 2, and the third and 4.5 does not want ....

And I agree with Ergil Osin , there is simply no point in dragging Windows software into linux if there are wonderful analogues that are even better.
