Running game script on xamp?

Overall. Uploaded the files to a folder. I registered the address to the database in the config file (it seems to be correct).
I go to the main page - it is empty, and the page name is incomprehensible (hieroglyphs). Clearing that the matter is in the encoding, it seems to have done, everything is ok. But the pictures are not showing. Nowhere.

Have you checked the file structure?
What's the script? For the sake of interest, I tried various game scripts from the network, such as Nova, all so outdated that it’s easier to write it yourself from scratch. The question is, do you need it?
