Running CPU without fan and thermal paste?

There is an old computer that hasn’t been started for 20 years, where the thermocouple has turned into stone, there is no new one yet and there is no cooler on the radiator either (I don’t know if it was).
Can I turn it on for a couple of minutes to see if it works?
If so, would it be better to wipe off those remnants of thermal paste or not? It does not fit very well, I think, because of those thermal paste slides.
I'm not sure which processor - Pentium 3, sort of.

For a couple of minutes it's not worth it to watch 10-20 seconds is enough. It is better to wipe off the paste and attach some kind of radiator.
