It seems to me that the translation hub has become obsolete as such, because the article says something, and this something refers to other hubs, and translation is a characteristic that should be marked with the flags “translation”, “from the sandbox”.
You must have misunderstood The Inner Voice: some people post topics in the Translations hub, but don't specify the appropriate topic type, creating a mess and getting more money in the PPA.
Obviously, it is not necessary to publish in the "Translations" hub.
The problem is that for Transfers, invites are also sometimes given out. You cannot send a topic in the “translation” style to an invite, and when publishing it, you can only tick the box that this is a “tutorial”, but you cannot mark that this is a translation. Now, if when editing such topics it was possible to assign them the “translation” style, there would be less problems imo
