Router GENEXIS-Access possible without connecting to the network?

I live in Europe, until I earned my own housing, I have to rent. Well, I'm tormented by vague doubts that I was restricted access. Because yesterday I watched a movie on TV, and in the middle of watching the Internet disappears (I wrote it off for the weather)
