Why does the Wi-Fi session terminate every 5 seconds?

Greetings! Please help me with the problem. I'm already desperate and don't know what to do. I did everything I could, except for dancing with tambourines, I cleared the DNS cache, tried to set up a static IP, in general, nothing happens. I noticed that in the WEB configurator of the router, the PC session ends every 5 seconds and immediately starts again. On other devices with WiFi everything is ok. There are no problems from the provider. The browser constantly writes ERR_NETWORK_CHANGED, I can’t even describe the question normally. Such a trouble is observed only at startup and waking up after sleep, and then it disappears after 20 minutes, or it remains so. There is increased activity in Task Manager: DHCP Client, DNS Client, and System. Please help comrades!

Well, either Windows "siphon" or a driver on the wifi.
Don't use sleep, use shutdown
