Rostelecom ADSL, really improve upload speed?

The bottom line is the ADSL line from Rostelecom, which is quite good, according to measurements it gives 12 Mbps download and 0.8 Mbps upload, ping ±40.
The modem says:
SNR Margin
9.2 10.4 db
Line Attenuation
15.0 8.0 db
Data Rate
16952 1085 kbps
I want to understand:
1. Is it possible to squeeze more upload speed out of this? Modulation change or something else.
2. On the chart of the same speedtest.net upload, it is somehow slow, that is, it even gives out its 0.8 Mbps in five seconds like this:

Annex M ADSL2+ will give the maximum possible Upload 3Mbit / s (in practice 2-2.5)
Annex L ADSL2+ will give the maximum possible Upload 0.8Mbit / s
Regarding the smooth increase in speed in the test, due to the fact that the channel is narrow, it constantly forms " queue" if at 100 Mbps 0.5 Mbps drawdown is imperceptible, then you have in all its glory
