Root passwords from ISPManager and SSH - should they match?

There is a root password for SSH, it works (though port 8282).
But the same password is not suitable for root if you enter ISPmanager

must match, but my password did not fit, because there was an IP restriction, which is written in this file:
/usr/local/ispmgr/var/userconf/ispmgr.root

And my passwords are the same, though root is not allowed to go through ssh
