How to connect via Telnet?

Hello, there is a device that runs on ARM Linux, there is a telnetd package inside (I see it in the firmware), but I can’t connect, most likely it’s not running or the port is wrong, I can only change it accordingly in the firmware by writing a BASH script that will allow me to log in via telnet into the device.
Hence the question, where should I dig and what should I write in the script so that I can log in via Telnet? In iptables I already tried to open a port on telnet, it did not work.
Linux kernel version 3.18.30
