Reverse route injection Cisco ASA

Good afternoon, tell me how you can implement.
There is a VPN ipsec tunnel, in the settings of which there is reverse route injection, so that the route appears in static routes and is distributed via EIGRP. Now there was a task on the second expert, through other provider to lift VPN to the same remote subnet. It is necessary that it works through the first one and switches to the second one when it falls, but the problem is that even if the tunnel is not raised, it is still given through RRI, although this should not be the case. I found out that if you set the Connection type answer-only, then if the tunnel is not raised, it does not appear, but then on the other hand there is a routing problem.
Maybe I misunderstood something?
