Why, after rebooting the asi or other equipment, does the port switch to the down mode on the bark switch (nexus 7000)?

After rebooting the asi or other equipment, on the bark switch (nexus 7000), the port switches to down mode. What could be the reason, has anyone had this problem?

I will not say specifically about the nexus (I judge by common ciscos), but no shut was indicated on this interface?
