The essence of the problem. There is a site on UMI, a business editorial, nothing like that in general.
Everything was ok, that is, I logged in on behalf of the supervisor, all items are available for editing.
I don’t know what happened, but after the admin user climbed into the profile, some items that were previously visible disappeared.
That is, most of the rights remain, but for example, the "configuration" item is gone. and the site settings are also gone.
created a new user, gave him all the rights, but the same thing. no main points. all checkboxes are checked...
the password did not change, the login did not change.
which is strange, there was not even a group for supervisors, just a user, not tied to a group, but with all rights ..
I hope someone has seen something similar.

I found a solution myself)
Just change the log and pass through the database with a request.
