Restoring admin rights in Windows 10?

When you start windows, the message "The recycle bin on drive D:\ is damaged. Do you want to empty the recycle bin on this drive?" began to pop up. I followed the advice from the official microsoft site, namely in the command line I entered the following:
"Open the command prompt as administrator, and run the command:
rd /s /q D:\$Recycle.bin", I'm not sure if this is related, but now all folders, when you try to get into them, ask for administrator rights to open. Tell me, please, how to fix this?

Run a disk check. It looks like you've messed up the security settings at the NTFS level. After checking the rights may not be restored, then you will need to distribute the rights by hand, but the errors will be eliminated.
