There is no concept of "VPN provider". There is a concept "the organization providing services of the VPN server". A provider license is not required. But, if you work on the territory of the Russian Federation and do not want to be blocked, you need to register in the RKN as a VPN service and block what the RKN says (and it is also possible to merge logs etc)
