Emigration and immigration

Very unexpectedly, the understanding came that it was time to start the tractor. It’s just not clear where to go on this tractor. Googling did not help to find a single centralized resource on immigration for IT people, solid blogs, each of which describes one (if you're lucky, two) countries.
PS This question was already 3 years ago, but suddenly something has changed since then?
