Renaming files encoded in url, how to do?

There are about 30k files with something like this name %BE %D0%BF%D0%BE%D0%BB%D1%8C%D0%B7%D0%BE%D0%B2%D0%B0%D1%82%D0%B5%D0%BB%D1%8F in UTF-8
Is there any utility in nature to rename them all into a human-readable form (for example, in such a "User's Guide")?

Just run in the files folder
